The City of Las Cruces announced on Apr. 10 that it has issued a Request for Proposals (RFP) to find a qualified Master Developer to redevelop about 84 acres of city-owned land in the East Lohman corridor into a walkable, mixed-use neighborhood center. The area is located south of East Lohman Avenue, between Roadrunner Parkway and Sonoma Ranch Boulevard, across from MountainView Hospital.
The city said this redevelopment is an important opportunity to shape one of Las Cruces’ fastest-growing areas by creating jobs, expanding housing options, and increasing long-term community value. The project will follow the city’s adopted East Lohman Development Plan and Elevate Las Cruces Comprehensive Plan.
According to the press release, “The City is looking for a development team with the experience and capacity to deliver a high-quality, mixed-use destination that creates jobs, expands housing options, and strengthens long-term community value.” The plan calls for medical and health-related activities as well as various types of housing—including affordable units—commercial spaces, civic destinations, open space features like trails and arroyos protection, complete streets design, sustainable urban planning practices, and green infrastructure.
Proposals must include strategies such as phased development approaches with performance benchmarks; coordination with nearby medical facilities; connected street networks; balanced residential-commercial mixes; sustainable designs; clear financing plans; and demonstration of operational capacity over multiple phases. The city stated: “We are looking for a partner who can implement the community’s vision, deliver strong urban design, and bring the financial and operational capacity needed for long-term success.”
Las Cruces provides community engagement through programs serving youth and seniors as well as recreation opportunities according to the official website. It manages local infrastructure through departments responsible for utilities and public works according to the official website, delivering governance services within its municipal boundaries in New Mexico according to the official website. The city operates under a home-rule council-manager government structure led by City Manager Ikani Taumoepeau who is appointed by the city council according to the official website.
