From March 9, 2023 post. 

In this new role, Weir will be responsible for assisting in the development and implementation of county policies, budget management, and day-to-day operations. She will also provide leadership and strategic direction to County staff and collaborate with department heads to enhance service delivery to the community.

Weir served as the Human Resources Director for Doña Ana County since January 2010.  She holds a master’s degree in Public Administration from Kent State University, a bachelor’s Degree in Psychology from Michigan State University and Society of Human Resource Management-Senior Certified Professional (SHRM-SCP) and Senior Professional in Human Resources (SPHR) certifications.

Prior to transitioning to the Assistant County Manager role, it was a priority for the County to find a replacement for Weir as the Director of Human Resources. Meg Haines was selected to succeed Weir. 

Haines has worked in the Human Resources profession for over 30 years. She has been a valuable member of the County's human resources staff for over ten years, serving most recently as the Manager of Benefits, Compensation and ADA. Haines received both a bachelor's degree in Business Administration with an emphasis in Human Resources and a master’s degree in Educational Administration from New Mexico State University. She also holds PHR and SHRM-CP certifications.
