Christine Rivera, who has served as Las Cruces City Clerk since 2019, has been named New Mexico's Clerk of the Year. The announcement came during the New Mexico Municipal League's annual conference, held from April 9 to 11 in Taos.
This prestigious award has been presented annually since 1991 to honor a city, town, or village clerk in the state who demonstrates exceptional performance in their duties. Rivera was nominated by members of the City Council of Las Cruces, highlighting her efforts towards transparency and responsiveness in their submission.
Rivera expressed gratitude upon receiving the accolade. "I’m extremely honored and humbled to be nominated by the governing body for this prestigious award,” she said. “I work hard to be a team member that everyone can rely on.”
Her contributions as a city clerk include implementing automated agenda and IPRA management software to enhance office efficiency and responses to public records requests. She has also been active in advocating for the standardization of municipal records-keeping processes at the legislative level in Santa Fe.
Additionally, Rivera has played a role in creating a Standard Rules and Procedures booklet and offers personalized support to campaign staff and volunteers during local elections.
City Councilor Becky Corran endorsed Rivera's nomination with commendable remarks on her leadership. "She provides guidance on Robert’s Rules, Open Meetings Act and other critical processes for committee leaders, while also ensuring that public input is not only present but represented and championed in City conversations and decisions,” Corran wrote. “Her presence and support in these venues has changed how we think about communication, intra- and extramurally in ways that enhance resident access and builds trust.”
The City Clerk's office, under Rivera's leadership, is responsible for the protection and maintenance of all official municipal records and facilitates public access to these records. This includes processing public records requests and handling applications for board, committee, and commission memberships.
Rivera is among approximately 150 municipal clerks serving in New Mexico. The New Mexico Municipal League is a nonprofit, nonpartisan group that supports municipal interests through advocacy, education, and risk management, serving cities, towns, and villages across the state.
