City Council held a work session on March 24, 2025, to discuss the fiscal year 2025-2026 budget, the Capital Improvements Program (CIP), and the Las Cruces International Airport’s Master Plan.
Jacqueline Rubalcava, Budget and Grant Administrator, explained that the City employed a 'BASE' method—Balanced, Accountable, Sustainable, and Efficient—to develop the upcoming fiscal year's budget. The budget process was structured in three phases: maintaining current contractual obligations, operating costs for existing services, and new budgetary requests. The proposed budget will be presented at a City Council work session and public hearing on April 14, 2025.
Cynthia Alamillo, Capital Improvements Program Manager, reviewed the CIP for fiscal year 2026. She noted that CIP is focused on improvement through collaboration and transparency while prioritizing capital needs and identifying funding sources. The program produces a six-year plan approved by the Council for capital projects.
Andy Hume, Airport Administrator, introduced the newly completed master plan for Las Cruces International Airport. The plan includes runway extensions and partnerships with New Mexico State University and the Las Cruces Innovation and Industrial Park to boost economic development. The next steps involve bringing the Master Plan to Council for adoption and updating strategic business plans.
The council's next regular meeting is scheduled for April 7, 2025.
