William “JR” Ellis initially joined the Doña Ana County Assessor's Office as a Mapper Technician in 1997. He was promoted to GIS Mapping Specialist in 2008.  In 2017, he transferred to his current role in the Community Development Department as a GIS Mapper Analyst.

JR brought a wealth of knowledge from his experience working with the Assessor’s Office for the previous 20 years and immediately became a member of the Community Development team, who shared his knowledge with Planning staff, helping everyone in their work. 

He quickly learned to manage and became the primary point of contact for Claims of Exemption applications.  He took the initiative to expand his knowledge by learning about the subdivision process and ordinance requirements, which he took on, in addition to his GIS Analyst work. 

JR is especially good at working with the public and enjoys going above and beyond to help resolve issues constituents may encounter in land-development projects. 

When he’s not at work, JR loves spending time outdoors and is a locally renowned saxophone and blues harmonica musician! He has played for 35 years and once joined the legendary Charlie Musselwhite on stage, at the Silver City Blues Festival. 

In retirement, he looks forward to a second Mexican Riviera cruise and hopes to spend more time with his family, including taking his 8- and 9-year-old children to school every day, enjoying more time with his 20- and 21-year-old daughters and taking care of his parents. He will also enjoy more leisurely morning walks with Cyrus, his English bulldog.
