The Las Cruces City Council has approved a new master plan for the city's public libraries, setting goals for the next two decades. This decision was made during a regular session on October 21, 2024. The plan includes recommendations to renovate and expand the Thomas Branigan Memorial Library, increase library staffing, and boost city funding. It also suggests forming a library foundation and constructing three branch libraries.
Carol Brey, Director of the Quality of Life Department, highlighted that the department presented a draft of this master plan to the council in June 2024. Sarah Booth, Deputy Director of Las Cruces Public Libraries, introduced Brad Waters from Godfrey’s Associates as the consultant behind this initiative. Waters' team conducted research and community discussions to assess how best to serve residents over the next 20 years.
The proposed improvements include a phased renovation of Branigan Library. Phase 1 involves adding an atrium lobby at an estimated cost of $15.5 million. Phase 2 aims to add 15,000 square feet of space with projected costs around $16.6 million.
A long-term goal is creating a four-library network with each branch costing approximately $21 million. Currently, no funds are allocated for these projects; however, council approval allows staff to seek funding sources.
Additionally, councilors accepted several grant awards totaling millions for various city projects such as infrastructure improvements and community facilities development.
The next work session for Las Cruces City Council is scheduled for October 28 at Council Chambers.
