Las Cruces City Council sets legislative priorities for 2025 session

Las Cruces City Council convened on December 2, 2024, to establish legislative priorities for the upcoming 2025 New Mexico Legislative Session. The approved priorities focus on a range of projects aimed at enhancing city infrastructure and services.

The capital outlay priorities include several significant projects. Among them is the continuation of the East Mesa Recreation Complex master plan with a budget of $5.9 million. Additionally, $5.6 million is allocated for the renovation and expansion of Branigan Library to improve accessibility and expand facilities.

Another priority involves allocating $500,000 for an inductive charging station for electric buses at the Intermodal Transit Facility. The Museum of Nature and Science will see redesigns worth $385,000 to enhance animal handling areas and ADA accessibility.

A substantial investment of $4.6 million will support active transportation plans that include sidewalks, transit shade structures, street lighting, and bicycle facilities. Housing projects also feature prominently with $1.35 million dedicated to phase one of Paseos Verdes—a 218-unit affordable housing project—and $3 million in gap funding for Amador Crossing.

Efforts to ensure ADA compliance at City Hall and Municipal Court are set at $1 million, while groundwater protection through sewer main installations will receive $4.3 million.

Additional lighting improvements across parks will cost $2.4 million, alongside smart node installations valued at $700,000 to boost intelligent street lighting.

Public safety enhancements include funding five regional/statewide police response vehicles with a budget of $500,000 and an additional $1 million for LCPD’s Real Time Crime Center upgrades.

The council unanimously approved these priorities despite Councilor Bill Mattiace's absence from the meeting.

In other developments during the session, councilors sanctioned the sale of two parcels totaling 22.4 acres within Las Cruces Innovation and Industrial Park to CH Industrial Acquisitions for nearly $795,200 each parcel slated for cold storage facility construction with an estimated capital investment of approximately $60 million per parcel.
